The Walsh Group Preconstruction Manager in Tampa, Florida

Overview

Archer Western a member of The Walsh Group is currently seeking a Preconstruction Manager for our Florida Water Group. This position would be based in our Regional Tampa Office.

The Preconstruction Manager will report to the Area Manager and work with the Chief Estimators and Lead Estimators. The Preconstruction Manager will be responsible to organize and lead Pre-Construction efforts for Design-Build or CMAR (Collaborative Delivery) projects in the Water industry in Florida and potentially the Southeast. Coordinates and delivers best-in-class pre-construction services to our clients.

Responsible for developing accurate and timely proposals and estimates for projects to ensure that Archer Western/Walsh is a responsive bidder. Organizes and provides guidance to teams comprised of various multidisciplinary support staff and estimators.

Responsibilities

  • Provide leadership to coordinate Pre-construction phase efforts of team for design-build and CMAR projects. Ensures accurate and timely response of project team for value engineering, schedule development, risk management analysis, constructability reviews and other deliverables as required by our clients.

  • Will be the Project team’s orchestrator to drive and direct our design partners efforts during the Pre-construction phase to ensure the team meets the project objectives for schedule, cost, functionality, performance, safety and other variables

  • Leads and coordinates teams of estimators to develop Guaranteed Maximum Price (GMP) for design-build or CMAR projects. Shall provide guidance on development of bid packages to ensure complete and competitive pricing for our client.

  • Participates in developing responses to Requests for Proposals (RFP) or Requests for Qualifications (RFQ) submissions

  • Participates in Business Development activities as required

  • Builds relationships with subcontractors, architects, engineers and owners ensuring that Archer Western/Walsh is positioned as a builder of choice.

  • Prepare bid packages. Compare and analyze competitive subcontractor and supplier bids.

  • Reviews project plans, requirements and specifications to develop a comprehensive understanding of the project and determine scope of work, labor and equipment costs.

  • Identifies, organizes and prepares estimates for multiple delivery systems to ensure a complete and competitive bid. Prepares accurate and well-crafted bids/proposals that result in competitive awarded contracts that are profitable and maintain quality standards.

  • Leads and coordinates teams of estimators to develop a multidisciplinary estimate; leads self- performed, hard bid, negotiated and conceptual estimating teams.

  • Reviews and understands all bid documents including project logistics and schedule to assess project risks and advise project management on bid alternatives and techniques. Identifies and exploits key parts of the bid.

  • Builds relationships with subcontractors, architects, engineers and owners ensuring that Walsh is positioned as a builder of choice.

  • Verify, coordinate and underwrite with sponsorship the organization and assembly of all required documents for bid submission (i.e., Bond, required signatures, required DBE/MBE/WBE/SBE forms).

  • Coordinates with project sponsorship on schedule, general condition, and final bid preparation.

Qualifications

  • 10 years of Estimating or Construction Management experience.

  • Extensive knowledge of construction means and methods, costs and engineering principles. Experience with proposal development a preferred.

  • Able to perform all duties of an Estimator and Senior Estimator. Understands the competition. Has contacts in the market that will help provide advantages to our bid. Engages and coordinates with Sponsorship on the bid. Understands Costs and Market Conditions. Understands the risks and rewards. Works with the team.

  • DBIA credentials a plus.

  • Initiates and participates in meet and greet presentations with clients, engineers, subcontractors and suppliers.

  • Must be confident working with estimating teams of varying sizes, and be capable of estimating hard bid, negotiated and conceptual projects

  • Individual must be self-motivated, possess strong communication/interpersonal skills and be confident in his/her ability to develop and manage their assigned portion of the estimate

  • Advanced computers skills with MS Office, Primavera P6

  • Well organized, flexible, detail oriented and have the ability to multi-task.

  • Prioritize work load and consistently meet deadlines while constantly changing tasks and demands

  • Effective presentation skills

  • Excellent written and oral communicator.
