The Walsh Group Senior Quality Manager in Chicago, Illinois

We are currently seeking a Senior Quality Manager for the RLE project in our Transportation Division located in Chicago, IL.

The Senior Quality Manager reports to the Project Executive and is responsible for overseeing, developing, and leading all Quality system related activities for the Project, facilitating the development and evaluation of the CQMS, the DBMS, and verifying the state of compliance of Subcontractor Quality Plans. The QM has the responsibility and authority to implement, maintain, and improve the Project Design Build Management System. The QM will work full time and exclusively for the project during design, construction and testing/commissioning activities.

RESPONSIBILITIES

  • Reports directly to the project executive management outside of the operational project leadership

  • Functionality coordinate with the WVTCP Project Executive on the performance against the CQMS and any need for improvements, nonconformances, and areas performing well

  • Review and approve the Design Quality Management Plan and other Subcontractor Quality Plans that meet or exceed the Project quality requirements

  • Serve as a liaison with CTA and Project stakeholders on matters related to quality.

  • Initiate actions to prevent the occurrence or recurrence of nonconformities

  • Subcontract and purchase order review prior to execution, to ensure that Quality requirements are sufficiently embedded within for subcontractor accountability

  • Review and approval of Design-Build Management System Plans

  • Verification of compliance with contract requirements for Out of Sequence process completion

  • Developing internal and external audit and surveillance schedules commensurate with design and construction activities

  • Establishing baseline metrics and reporting on the state of quality by using data analysis

  • Providing guidance to trade workforce, project management, QA and QC personnel in designing, planning, constructing, testing, inspecting, commissioning and documenting project outcomes – including subconsultants and subcontractors at every tier.

  • Ensure Supplier audits and surveillances that include factory acceptance testing or proprietary quality procedures Monitor the needs, the qualifications and composition of the quality staff

  • Ensure that specific training sessions are conducted to educate the quality and production staff on project’s expectations.

  • Provide guidance to the Lead QA Auditor, DQM manager, and AQCL to resolve quality issues.

  • Compile and maintain quality summaries and records in collaboration with the Systems and Document Owners.

  • Lead the process for developing monitoring tools such as Key Performance Indicators (KPIs) showing the effectiveness of the Contractor’s Quality Management System.

  • Report to the leadership Team via the Project Controls Manager, on the project’s overarching quality performance. This will include details on:

  • Agreed - Objectives and KPIs.

  • The status and closure of NCRs.

  • The implementation of the Internal & External Audit Schedule and audit findings.

  • Status of system improvement initiatives and preventive actions.

  • Implement measurement systems to continuously measure the effectiveness of the quality management system.

  • Quality Manager participation on the Risk Management Committee.

  • Ensure timely contracts for 3rd party subcontractors.

  • The QM interfaces on a regular basis with:

  • WVTCP Joint Venture Project Executive – to meet and achieve project and quality goals and objectives

  • PM and Project Executive – execution of management plans and overall conformance to the DBMS requirements CTA RLE Personnel and CTA Manager of Quality Assurance Design & Construction Infrastructure Division - execution of management plans and overall conformance to the DBMS requirements for customer satisfaction feedback

  • CTA Owner’s Representatives (CM) – for audits, reviews, inspections and tests, and results

  • DQM – regarding design reviews, changes and audits

REQUIREMENTS

  • Required 15+ years’ experience in the construction industry, managing Quality Programs for relevant transportation projects.Demonstrated experience managing QC staff/personnel is required.

  • Bachelor’s degree in engineering or construction management preferred

  • Valid ASQ Manager of Quality/Organizational Excellence (CQM/OE) Certification is required

  • Possess strong writing and organizational skills.

  • Well organized, flexible, self-starter, and multi-tasker. Ability to manage QA and QC teams including subcontractors.

  • Lead meetings, training, and improvement initiatives.

  • Development and presentation of training curriculum.

  • Knowledge and ability to navigate review of industry codes & testing and inspection requirements/standards is required.

  • Proficiency in Microsoft Office Suite

  • Experience developing PowerBI dashboards is preferred.

  • Proficiency in quality management through Doc. Control Systems

  • Knowledge of ISO guidelines is preferred.

  • Salary: $125,000 - $186,000/Yr.
